To avoid wasting half of your day at the DMV, the State of Oregon has a DMV website to help you do many things online, thus avoiding driving to and enduring the lines and wait at the DMV.
Every two years, you will have vehicle registration renewal for each of your vehicles. You can now just go to the Oregon DMV website, enter in your information and renew your vehicles’ registration. Your license plate stickers will be mailed to you, so there is no need to go into the DMV. You will need your registration renewal notice that the DMV send you in the mail. It contains your car’s license plate number, the title number, and your renewal access code, which is essential for renewing online. You cannot renew online without this access code. You will also need your insurance company’s name and your policy number, along with a visa or MasterCard to pay the fee.
When you move, you can change your address on the Oregon DMV website. There is no fee for changing your address, but you must do so within thirty days of your move. The Oregon DMV will then, within one business day, mail you a new address sticker to place on your license or ID. You can also submit a request if you need to replace a damaged address sticker, already on your license.
You can also notify the Department of Motor Vehicles when you sell, donate, or gift your vehicle on their website. You should notify the DMV within ten days of the sale of your vehicle and it is required by Oregon law to notify them within that ten day time period. When you sell, donate, or gift your vehicle, you will record the odometer reading, sign the title, and then record the transfer of the vehicle to the DMV.

Is it legal to look up someone's license plate?
It is perfectly legal to run any license plate as it is a matter of public records. But if you are trying to retrieve personally identifiable information (PII), then you should have specific DPPA (Driver's Privacy Protection Act) reasons for it. The permissible use cases are:

- in connection with matters of motor vehicle or driver safety and theft;
- in normal course of business to verify the accuracy of information provided by the car owner;
- in connection with any matter before a court or arbitration proceeding;
